Meet the Comprehensive Plan Committee

On January 3, 2024, the Town Board created the Comprehensive Plan Committee, which will guide the planning process. The Committee is comprised of two members from the Town Board, the Chair of the Planning Board, the Town’s Director of Planning, the Town’s Director of Economic Planning, and three (3) members representing the community-at-large. The Town has also engaged Delaware Engineering, D.P.C. to provide professional planning services in support of the process.

The Comprehensive Plan Committee Meets at the Town of Milton Town Hall at 7:00 PM on the 1st Tuesday of the month. Community Conversations are being planned to cover topics that are important to help shape the Comprehensive Plan.

Committee Member Bios

John Bartow

John was appointed to the Town of Milton Planning Board in January 2017 and as Chair of the Board in January 2019. John previously served on the Milton Comprehensive Plan Committee from 1998-2000 then was appointed to the Planning Board from 2000-2004.

John is also the Executive Director of the Empire State Forest Products Association (ESFPA), a non-profit organization for businesses and individuals, whose mission is to improve public awareness and promote public policy in support of productive and healthy New York forests and the forest products economy to meet the needs of society today and for future generations.

Prior to his work at ESFPA John served 33 years with the State of New York. His most recent work with the State was as Executive Director of the New York State Tug Hill Commission where he served from 2004-2015. Prior to the Tug Hill Commission John was at the NYS Department of State where he served as the Director of the Division of Local Government for 9 years and as a Program Manager with the Division of Coastal Resources for 9 years. John also served at the NYS Senate as a Research Analyst on environmental and energy issues and with the NYS St. Lawrence-Eastern Ontario Commission as a Natural Resources Planner.

John is a graduate from three SUNY Colleges; SUNY Morrisville (A.A.S. 1979, Natural Resources Conservation); SUNY College of Environmental Science and Forestry (B.S. 1982, Environmental Studies); and SUNY Albany (Masters in Regional Planning 1989).

John and his wife Janet live on Middleline Road in Milton. John and Janet and have one daughter; Jessmyn who is married to Matthew have three boys – Charles, Graham and Harington all whom also live in Milton.

Patti Kelsey

Patti is a 38+ year resident of Milton, NY. She lives and runs her business, Alexander Blueline, Inc., within the Town Center.  Concerned about the area and its future, and the impacts change can have on people,  Patti is involved with other organizations in the community, such as the Open Space Committee and the Kayderosseras Fish and Game Club.  Patti views being a part of the Comprehensive Plan Advisory Committee is a necessary step towards insuring our town and community are guided to give the utmost availability of services and uses of land that do not overburden the Town’s population and roads.  In joining the Committee, Patti’s objectives are to assist with the planning of future plans for the Town of Milton, the homes within the area, the businesses that residents need, and the rural and farm areas to continue to make room for everyone.

John has been a resident of the Town of Milton for 50 years, and currently resides on Van Tassel Lane. With a 40 year background as insurance broker in the insurance industry, including as former owner/partner of Jaeger & Flynn Associates, multi line Insurance Brokerage firm, John currently serves as the Town’s Director of Economic Planning for the Town of Milton. John is a member of the Northeastern Woodworkers Association and in addition to woodworking, enjoys Golf, boating, and opera.

Meg Soden

She is a Councilwoman on the Milton Town Board elected into office on November 2023.  She serves as the liaison for the Planning and Zoning Boards in addition to the Town Planner.  She enjoys playing pickleball, time outside and spending time with her family and friends.  Meg is excited to work on the Comprehensive Plan team and hear from all of the residents.  She believes that we can all work together to create a great plan that everyone can feel a part of.
